> Water & sewer charges are included in monthly fee
> Please don’t be wasteful in water usage! WSSC uses an “inverted block billing” method – i.e., the higher the water usage the higher the cost per gallon.
> Don’t ignore a problem – report it to the TOP office if you hear constantly running water, suspect a leak or plumbing problem, either in your unit, in your neighbor’s or in the common element pipes in the crawl space. (see below).
> TOP staff turns on the outside faucets in the spring; turns them off in the fall. Some faucets don’t have a shut-off valve in the crawl space, and need to be protected w/ foam covers to prevent freezing and bursting. Contact the TOP office if your outside faucet isn’t turned on or off at the appropriate time, or if it has low water flow or a constant drip.
> TOP’s sewer lines date back to 1942, and over the years these lines have become clogged w/ tree roots & years of accumulated grease and grime. TOP is in the midst of a major, multi-year sewer line refurbishment project, designed to repair these lines and improve sewer line drainage. You can help keep our sewer lines free-flowing by:
- Not pouring grease, paint, and similar insoluble liquids down the drain
- Not flushing insoluble paper (e.g., paper towels, facial tissues, disposable diapers, etc.) or other items down the toilet.

About 10 yrs ago there was a serious leak in a crawl space pipe that filled the entire crawl space w/ water. It wasn’t until water starting coming up through the living room floors that TOP management was told of the problem, although several residents remarked that they had heard water running and noticed their living room floors were warping!!
